Are Permanent Hair Removal Solutions Really Permanent?

Opposed to what is commonly believed, laser treatments doesn't remove your hairs for good. Instead, it permanently reduces them. What? Permanently reduce? How's that different from permanently remove?

Clinical studies has shown that laser treatments can reduce the size and lighten the colour of the hairs. Unlike electrolysis, it doesn't destruct the follicle. Instead, it targets the pigmentation within the hair follicles and hence is a better process for people with lighter skin tones and darker hair.

Flash lamp treatments like the IPL (or Intense Pulsed Light has similar effects as laser except that it's comparatively faster and less expensive. Debates over its effectiveness (relative to laser) are rampant but the conclusion is there are no major differences.
